What is the state's strategy regarding generation restrictions in 2027?

The Georgian Renewable Energy Development Association (GREDA) believes that by 2027, the energy sector will face serious challenges, the most important of which are generation constraints and power outages during periods of water scarcity.
GREDA Executive Director Maia Melikidze told BMG that the sector took a significant hit in 2026 due to such constraints. Accordingly, continuing with the same strategy during the spring-summer of 2027 will cause even greater financial losses to the private sector.
“At the first stage, this part should be resolved - what strategy does the state have regarding generation restrictions. In 2027,
during which period there will definitely be a flood period and the issue of spillage will definitely arise. The private sector has a question
- what strategy does the state intend to use to go through this process? We are talking about the period of May, June and July of 2027. These months will most likely be critical, since the energy sector received a lot of blows in 2026 and it will be completely unacceptable to use the same strategy in 2027 - the risks will increase even more and the sector will receive even more financial losses, which it will not be able to withstand and may face a very serious collapse,” Maia Melikidze told BMG.
"Preliminary communication, transparent rules of the game and a stable environment are critically important for the energy sector, so that investors can make effective predictions. Any change, even a small one, affects the plans, strategies and costs of sector participants. When the full launch of the exchange was postponed until July 1, 2027, the sector again has a feeling - will the process be postponed again? In 2023, too, the sector learned 2-3 days before the announced date that the exchange would not open. Such surprises create frustration and negative sentiments," says Maia Melikidze.
